Okay, let me explain. According to Dragonfly Cave, in Generation 1, HP damage makes almost no difference whatsoever in the chance of capturing legendaries. Literally, the difference between 100% HP and 1% HP is 1% in the capture-chance.

So what DOES make them catchable?

Status.

Burn/Paralysis/Poison ups your chance from 1% to nearly 7% per Great Ball. SLEEP/FROZEN status? That sends it skyrocketing to 13.5%.

I was willing to go with Paralysis just because that's a status that stays, and I planned to wall with Reservoir (who could have easily KOed Moltres with repeated Surfs, if anyone wants to rag on me for not killing the Legendary [as is apparently the Nuzlocke custom]) until the ball took. However, Wormtail couldn't learn Thunder Wave, which derailed that plan, and I preferred not to lock Eevee into an evolution path for the sake of one move to be used against one Pokemon once. Therefore, it was a choice between Klakarton (Drowsee) and Revenant (Gastly), and a quick look at the defensive stats without the Gengar evolution made me side with Klakarton.

A horribly annoying amount of powerleveling a L11 Pokemon in Cinnabar Mansion to L40 later... (The point at which Klakarton got 70 Defense, which was enough to have him survive two critical Pecks from Moltres in the worst-case scenario...)

Well, it was the time to face Moltres at long last.

...I just wasn't expecting it to go that EASILY. O_O

(Before you ask - no, I'm not going to actually use Moltres. I caught it because it was a one-time catch Pokemon and I had Max Repel'd my way through Victory Road, more than once, in order for no other Pokemon to count as my 'first encounter' on that segment of dungeon. Its main purpose? To unlock grinding on Victory Road. It's bound to be less painful than grinding to L50 in Cinnabar Mansion...)
