Note: Cinnabar Mansion may be better training grounds than Victory Road. (!!!)
About half of Victory Road's encounters are ~L26 Pokemon that give out very little EXP.
And about a quarter (or at least, it FEELS like it) are Geodudes, which require me to switch out to either Reservoir or Yulong to, uh, wall a possible Selfdestruct.
The following encounters are deemed 'safe' for the following Pokemon:
Reservoir: Geodude, Machop, Zubat, Venomoth, Graveler, Machoke, Golbat, Onix
Yulong: Geodude, Machop, Zubat, Venomoth, Machoke, Golbat, Onix
Ambassador: Geodude, Machop, Zubat, Onix
LEERSPEAR: Machop, Zubat, Venomoth, Golbat
Monarch: Machop, Zubat, Machoke
Wormtail: Zubat, Venomoth, Golbat
...You see the issue here?
Contrast Cinnabar Mansion, in which almost all Pokemon are L30 or above, and NONE of them have frickin' Selfdestruct or Explosion!
(It isn't a joke skill when your Blastoise loses almost half his HP from a NON-critical Explosion. :\)
Besides which, Ponyta hands out 600-700 EXP, and the highest-level Pokemon on Victory Road hand out about 1000 EXP. Meanwhile, Ponytas don't have a magical spell called YOUR DEFENSE IS NOW HALVED, NOW YOU TAKE THE 150 POWER ATTACK!
Only the L39 Muks and L37 Weezings can do anywhere near real damage, and they're probably 5% of the encounter table at best. The L32 Ponytas only do ~17 HP damage with a super-effective STAB Ember to Monarch, so they're really not threats.
Contrast this to Victory Road, where about 25% are Rock-types and another 25% hate Normals.

Please note that the low-level Pokemon show up rather often.
So. you could be one-shotting L32 Ponyta for 694 EXP with most decently-strong Pokemon, or two-shotting L45 Onix for 694 EXP unless you're using a super-effective attack. (Seriously. Those can actually survive Hyper Beams from L52 Gyarados.) Plus, you won't have to be switching Pokemon out due to type advantages, etc. And none of the Pokemon in Cinnabar Mansion, save possibly the Muks and Weezings (on a critical... against a Pokemon with low Defense... when the stars align...) for Grass and/or Bug types, run the risk of one-shotting you.
Anyway, all Pokemon are L55 now.
